Caboodle doesn't have the ability to resize pictures itself. That is something I'd like to add sometime, though.
In the meantime, you could use a third-party image editor to do this. I recommend Acorn, which you can try for free.

What's really weird is that the sample logo you attached is 233x249.
I dragged and dropped a 500x500 *.tif and it shows up in Caboodle in less than 1/2 inch square.
P.S. I do have Adobe Photo Shop Elements.

The only thing I can think of is that if the image DPI is higher than 72, it might scale it to that DPI, thus reducing the on-screen size.
Caboodle doesn't do any scaling, but the OS might scale to fit when inserting images.
