Click on the Time Out application in your Dock, and the application will become active. There aren't any windows by default, but you'll notice the menubar change to show Time Out's menus. You can then choose Preferences from the Time Out menu to reveal the preferences, where the breaks and other options can be configured.
(Note that all this will change in version 2; I know that the first-run experience can be a little confusing sometimes currently.)
A few people have experienced such issues when first using Time Out, but it goes away after restarting their computer. That shouldn't be necessary, but may be due to some alert that is not noticed or something. So you could try that.

sorry but i closed timeout reopen timeout still nothing comes up in the menubar? do i missing anyhing here?
